LuNa Smelter Ltd is a tin smelter based in Kigali, Rwanda. The company is undertaking optimization and localization initiatives aimed at improving production capacity and responding to growing demand in Rwanda’s mining sector and the wider region.
Key Responsibilities
The SHEC Officer will be responsible for:
- Implementing and monitoring Safety, Health, Environment and Community standards across mining and exploration operations.
- Conducting workplace inspections, safety observations and risk assessments.
- Ensuring identified corrective actions are properly followed up and closed.
- Preparing, reviewing and implementing HIRA, JSA, SOPs and operational risk controls.
- Conducting Toolbox Talks, safety inductions and SHEC awareness training.
- Monitoring compliance with PPE requirements and safe working procedures.
- Reporting, investigating and following up incidents, near misses and unsafe conditions.
- Implementing corrective and preventive actions following incidents.
- Monitoring environmental compliance, including waste and water management, dust control, rehabilitation and pollution prevention.
- Supporting emergency preparedness and response activities.
- Inspecting emergency equipment and participating in emergency drills.
- Monitoring occupational health requirements and workplace health risks.
- Supporting first aid arrangements and health surveillance activities.
- Ensuring employees and contractors comply with legal, regulatory and company SHEC requirements.
- Maintaining SHEC records, statistics, inspection reports and compliance documentation.
- Monitoring SHEC performance indicators.
- Preparing daily, weekly and monthly SHEC reports for management.
- Supporting community engagement and CSR initiatives.
- Providing SHEC advice to supervisors and management.
- Intervening immediately when unsafe acts or conditions present significant risks.
Qualifications and Experience
Applicants should have:
- Bachelor’s degree in Occupational Health and Safety, Environmental Science, Environmental Management or a related field.
- 2–3 years of relevant SHEC/HSE experience, preferably in mining, construction, manufacturing or another high-risk industry.
- Professional certification in Occupational Health and Safety such as NEBOSH, IOSH, OSHA or equivalent is an added advantage.
- Knowledge of risk assessment, HIRA, incident investigation, emergency preparedness and environmental management.
- Good understanding of occupational health, environmental and mining safety requirements.
- Knowledge of ISO 45001 and ISO 14001 management systems is an advantage.
- Strong report-writing, communication, leadership and problem-solving skills.
