Save the Children (SCI) is seeking a qualified and experienced Temporary Construction Officer to support the implementation, supervision, and quality assurance of rehabilitation and renovation works for Early Childhood Development (ECD) centres.

The post holder will work in ECD settings and may have contact with children and communities during field visits.
Key Responsibilities
The Temporary Construction Officer will be responsible for:
- Reviewing ECD centre assessment findings and approved CIP priorities and supporting site-level technical assessments.
- Preparing and/or reviewing Bills of Quantities (BoQs), Scope of Work (SOW), activity plans, and technical specifications.
- Verifying measurements, quantities, materials, and work requirements at project sites.
- Working with the Construction Officer and District/Sector technical personnel to ensure BoQs are technically appropriate and within the approved scope and budget.
- Supervising rehabilitation and renovation works against approved BoQs, SOWs, budgets, timelines, and technical standards.
- Monitoring workmanship, materials, safety, and site conditions and identifying defects or deviations.
- Providing technical guidance to ECD Owners/EMCs, communities, and other stakeholders involved in implementation.
- Participating in monitoring visits, joint verification, final inspections, and completion of assigned works.
- Providing technical input for progress verification and conditions for subsequent rehabilitation disbursements.
- Preparing site notes, photographs, and concise technical progress updates and maintaining required documentation.
- Identifying technical risks, delays, and quality concerns and recommending corrective actions.
- Supporting snagging, corrective works, and final verification of completed activities.
- Maintaining communication with District/Sector authorities and project staff on technical matters.
- Ensuring compliance with Save the Children policies and procedures, including safeguarding, health and safety, fraud prevention, and ethical conduct.
- Performing other reasonable duties assigned by the line manager.

Reports indirectly to: None
Works closely with: EOF/Nkuza Neza Project Manager, Project Officers, and relevant District/Sector technical personnel.

Qualifications
Applicants should have:
- A Bachelor’s degree in Civil Engineering, Construction Engineering, Architecture, or a closely related field.
- Active membership in a regulated professional body such as an Institution of Engineering or similar professional organization.
- Fluency in both English and Kinyarwanda.
- Good communication, coordination, and report-writing skills.
Experience and Skills
The successful candidate should have:
- Experience preparing and/or reviewing Bills of Quantities (BoQs).
- Experience supervising construction, rehabilitation, or renovation works.
- Experience in small-scale construction or rehabilitation projects.
- Development or community-based project experience is an added advantage.
- Ability to interpret drawings, specifications, BoQs, and other technical documents.
- Good understanding of construction quality, site safety, and practical site supervision.
- Ability and willingness to travel extensively to project sites.

The position holder will be expected to ensure that:
- BoQs and technical documents are accurate, complete, and prepared within agreed timelines.
- Assigned ECD rehabilitation and renovation works are regularly supervised and monitored.
- Technical risks, quality issues, and delays are identified early and appropriately escalated.
- Monitoring and verification records are complete and submitted on time.
- Construction works are implemented according to approved scope, technical requirements, safety standards, and agreed timelines.
