HEC Scholarship – Study Loan Applications 2025

The Higher Education Council (HEC) wishes to inform the public, especially prospective students planning to pursue studies in local Higher Learning Institutions or international universities, that the annual study loan application process is now open.

Key Information to Note

• Admission Requirement: Applications are only accepted if the applicant already has an official admission letter from a recognized academic institution.
• Award Criteria: Study loans are granted based on national priority fields and the availability of funds in the approved government budget.

• Merit-Based Funding: Scholarships are awarded to students with the highest academic marks who also meet eligibility requirements.
• Cooperation Scholarships: These will continue to be published on the HEC website whenever they become available.
• Application Platform: All applications must be submitted exclusively through the HECMIS online system.

Application Calendar for Rwandan Students Wishing to Study Abroad

For the September intake, applications open in May and June, followed by the analysis of files in July and August. Decisions are made in November, and applicants are individually informed of the results.

For the January intake, applications open in November and December, followed by the analysis of files in January. Decisions are communicated individually once finalized.

Cooperation scholarship timelines depend on the schedule provided by the specific scholarship program.

Information regarding study loan applications for local universities will be announced after admissions have been confirmed with local higher learning institutions.
