RSwitch Limited has issued Tender No. RS-T002/2026 seeking qualified and experienced contractors for the supply, installation, testing and commissioning of fire suppression systems for critical environments at its Headquarters and Disaster Recovery sites in Kigali, Rwanda. The Terms of Reference are dated 18 September 2026.
About the Tender
RSwitch Limited is inviting qualified and experienced contractors to submit proposals for a complete fire detection and clean-agent suppression solution for its Headquarters and Disaster Recovery facilities.
Technical Requirements
The proposed system should include an aspirating/high-sensitivity smoke detection system, including VESDA smoke detectors, together with heat detectors, audible and visual alarms, manual call points and compatible control panels.
The clean-agent system must be:
- Suitable for occupied spaces at the proposed design concentration
- Electrically non-conductive
- Residue-free
- Suitable for sensitive IT, network and electrical equipment
- Designed in compliance with NFPA 2001
- Supported by applicable safety information and internationally recognized standards
The bidder must also provide information about the environmental characteristics of the proposed agent, including its Global Warming Potential and atmospheric lifetime.
Contractor Eligibility Requirements
Interested bidders must provide evidence including:
- Valid business/trading registration or equivalent
- Valid tax clearance and applicable social security compliance
- Legal authority to supply, install and support the proposed system
- Liability insurance or an undertaking to obtain the required cover
- Signed integrity, conflict-of-interest and non-collusion declaration
- Attendance at the mandatory site walkthroughs
Technical Experience
Bidders must submit a detailed technical proposal and compliance matrix, design drawings, implementation plan, risk register, manufacturer documentation and relevant certifications.
The TOR requires a minimum of four completed mission-critical projects and more than four years of relevant experience. Bidders must also provide relevant project references, including client contact details, scope, completion date and technology.
Warranty and Maintenance
The minimum commercial requirements include:
- Two-year minimum warranty
- Preventive maintenance at least every four months
- No advance payment
- Delivery, installation, testing and commissioning within 50 calendar days from contract award, subject to the agreed implementation plan.
