Republic of Korea – Government of Rwanda Scholarship 2026 (Master’s Degree Program)
Public Announcement by the Higher Education Council (HEC)

The Higher Education Council (HEC) is pleased to announce the 2026 KOICA Scholarship Program for Master’s Degrees offered through the bilateral cooperation between the Republic of Korea and the Government of Rwanda. The program is fully funded by the Korea International Cooperation Agency (KOICA) and aims to build the capacity of Rwandan professionals in key development sectors.
🎓 Eligibility Requirements
Applicants must meet the following criteria:
- Citizenship: Must be a Rwandan citizen.
- Employment: Must be a government employee with at least 2 years of relevant experience and officially nominated by the Government of Rwanda.
- Age: Preferably under 40 years old as of February 1, 2026.
- Health: Must be in good physical and mental health.
- Education: Hold a Bachelor’s degree or equivalent.
- Language Proficiency: Must have a good command of spoken and written English.
- KOICA Program Status: Must not have withdrawn from a previous KOICA scholarship.
🗂 Required Documents
For HEC:
- Application letter addressed to the Director General of HEC, clearly indicating the level and course applied for
- Valid passport
- Curriculum Vitae (CV)
- One recent passport-size photo
- Notified copies of academic certificates and transcripts
- Recommendation letter from the employer
For KOICA:
- Completed KOICA Application Form (Part 4 must be signed and stamped by the applicant’s government institution)

💰 Scholarship Coverage
The KOICA scholarship covers:
- Round-trip airfare
- Tuition fees
- Monthly living allowance
- Accommodation
- Settlement allowance
- Extracurricular activities
- Scholarship completion grant
- Health insurance
(Personal expenses beyond the covered costs must be borne by the scholar.)
