Republic of Hungary – Government of Rwanda Scholarships
The Higher Education Council (HEC) is pleased to announce that, under the bilateral cooperation agreement with the Republic of Hungary, the Stipendium Hungaricum Scholarship Programme has offered fully funded scholarships for Rwandan students for the 2026–2027 academic year.
These scholarships are available for the following study levels:
- Undergraduate
- Master’s
- PhD / DLA (Doctor of Liberal Arts)
Eligible applicants may apply for any field of study offered under the programme.
Required Application Documents
Applicants must prepare and submit the following:
- Application letter addressed to the Director General of HEC
- Copy of National ID
- One (1) recent passport-sized photo
- Certified copy of high school certificate and results (for Undergraduate applicants)
- Certified copy of Bachelor’s Degree (for Master’s applicants)
- Certified copy of Master’s Degree (for PhD applicants)
- IELTS certificate with a minimum score of 6.5 (optional but an added advantage)
- Recommendation letter from employer (for Master’s and PhD applicants) – an added advantage
Important Notes
- All application documents must be submitted online through the HEC MIS: https://hecmis.hec.gov.rw/
- Applicants must also apply directly to the Stipendium Hungaricum system using the link: https://apply.stipendiumhungaricum.hu/

- Only applicants who submit both applications (HEC MIS + Stipendium Hungaricum) will be considered eligible.
Application Deadline: 15 January 2026 (for both the Hungary application portal and HEC MIS)
