Nyaruguru District is seeking to fill 11 positions for Executive Secretaries. This role is critical in ensuring effective administration and community engagement at the cell level. The selected candidates will be responsible for a range of duties that support local governance and community development.
Job Responsibilities
The Executive Secretary will perform various administrative duties, including:
- Cell Administration: Oversee daily operations within the cell, monitor village administration, and produce comprehensive reports.
- Security Oversight: Collaborate with relevant authorities to ensure the safety of residents and their properties.
- Community Coordination: Lead community development initiatives, engage citizens in government programs, and implement decisions from higher authorities and the Cell Consultative Council.
- Public Service Delivery: Provide services at the cell level as mandated by law, address citizen issues, and ensure effective feedback mechanisms.
- Minute Taking: Document proceedings during Cell Consultative Committee meetings and monitor activities of Land Committees.
- Data Management: Supervise the collection and analysis of data on public policy issues and manage the cell’s finances and assets.
Qualifications
Candidates must meet the following educational and experience requirements:
- Diploma A2 in Social Sciences with 3 years of relevant experience.
- A2 in Arts with 3 years of relevant experience.
- A2 in Sciences with 3 years of relevant experience.
Required Competencies and Key Technical Skills
To excel in this role, candidates should possess:
- Leadership Skills: Ability to guide and motivate teams effectively.
- Multi-tasking Abilities: Skill in balancing multiple priorities and adapting to project changes.
- Policy Knowledge: Understanding of government policy-making processes.
- Client Relations: Capacity to work well with both internal and external stakeholders.
- Analytical Skills: Strong problem-solving and critical thinking capabilities.
- Government Functionality Knowledge: Extensive understanding of the operations of central and local government.
- Language Proficiency: Fluency in Kinyarwanda, English, and/or French. Knowledge of all three languages is advantageous.
