Position Overview
The Financial Crime Compliance Manager will be responsible for designing, implementing, and overseeing the bank’s Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and financial crime prevention framework.
The role ensures full compliance with regulatory requirements and protects the institution from risks related to fraud, money laundering, sanctions breaches, and other financial crimes.
Key Responsibilities
AML and Financial Crime Framework
- Develop and maintain AML/CTF and financial crime compliance programs
- Ensure policies address money laundering, fraud, sanctions, bribery, and related risks
- Update compliance frameworks in line with regulatory changes
- Manage FATCA compliance and reporting requirements
- Ensure proper KYC documentation and onboarding standards
Transaction and Customer Monitoring
- Oversee Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) processes
- Ensure effective transaction monitoring systems
- Review and approve suspicious transaction reports (STRs/SARs)
- Monitor high-risk accounts and activities
Regulatory Reporting and Liaison
- Ensure timely submission of regulatory compliance reports
- Act as primary contact with regulators and financial intelligence authorities
- Support audits, inspections, and regulatory examinations
- Coordinate responses to compliance findings
Risk Assessment and Controls
- Conduct enterprise-wide financial crime risk assessments
- Identify high-risk customers, products, and geographies
- Monitor key risk indicators and compliance metrics
- Ensure adherence to KYC standards across branches
- Perform compliance reviews and branch assessments
Qualifications and Experience
- Bachelor’s degree in Business Administration, Law, or related field
- Master’s degree is an added advantage
- Mandatory professional certification (CAMS, CCP, CGSS, CFCS, or CRCMP)
- Strong knowledge of AML/CTF regulations and financial crime frameworks
- Excellent communication skills in English and Kinyarwanda
