The KOICA Rwanda Office collaborates with the Government of Rwanda to promote digital transformation, innovation, and sustainable development through strategic partnerships and projects.
Job Summary:
The ICT Program Specialist will support the implementation and expansion of KOICA’s ICT and digital transformation projects. The role involves project management, stakeholder coordination, research, and technical support.
Key Responsibilities:
🔹 Project Management & Implementation
- Manage and supervise ICT bilateral projects
- Monitor progress, milestones, and outcomes
- Coordinate training and capacity-building programs
- 🔹 Stakeholder Engagement
- Collaborate with ICT and education sector partners
- Organize meetings and maintain strong relationships
- Liaise with institutions and stakeholders
🔹 Partnership Development
Identify new ICT partnership opportunities
Support development of new projects
🔹 Research & Reporting
- Analyze ICT sector trends
- Prepare reports, briefs, and insights
🔹 Technical Support
- Assist expert teams in ICT projects
- Support digital solutions and innovation initiatives
Required Qualifications:
Education
- Bachelor’s degree in ICT, Computer Science, or related field
- Master’s degree is an added advantage
Experience
- Minimum 5 years in ICT, digital transformation, or related fields
- Experience in international organizations or development projects is preferred
Technical Skills:
- Strong knowledge of ICT systems and digital platforms
- Experience with Artificial Intelligence (AI)
- Skills in graphic design tools like Canva
- Understanding of e-governance frameworks
- Proficiency in MS Office
Core Competencies:
- Strong analytical and problem-solving skills
- Excellent communication and report writing
- Ability to work independently and in teams
- Strong organizational and stakeholder management skills
Language Requirements:
- Fluency in English (required)
- Proficiency in Kinyarwanda (required)
- Basic Korean (added advantage)
➕ Preferred Qualifications:
- Experience working or studying in Korea
- Experience with Korean organizations
