World Vision Rwanda is seeking a qualified and experienced Rwandan national for the position of Senior Resource Development Manager. The role is based at the World Vision Rwanda Head Office in Kigali and reports to the National Director.
The position provides strategic leadership for resource mobilization, donor engagement, business development, funding diversification and external relations, supporting World Vision Rwanda’s strategic objectives and programmes for vulnerable children, families and communities.

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 districts of Rwanda. For its 2026–2030 strategic period, the organization states that its interventions seek to reach 2.5 million of the most vulnerable children through programmes covering Child Protection, Education, Nutrition and WASH, and Poverty Alleviation, including Resilience and Livelihoods.
About the Position
The Senior Resource Development Manager will provide strategic leadership and overall accountability for World Vision Rwanda’s resource mobilization and external engagement agenda.
The position will lead efforts to:
- Develop and implement resource mobilization strategies.
- Secure sustainable and diversified funding.
- Strengthen organizational positioning.
- Develop strategic donor and partner relationships.
- Lead donor engagement and business development.
- Support funding diversification across institutional, private-sector, philanthropic and domestic funding sources.
- Advise senior leadership on donor trends, development financing, funding opportunities and organizational growth.
- Support World Vision Rwanda’s positioning within the development sector.
Education and Professional Qualifications
Required Education
A Master’s Degree in one of the following fields is required:
- International Development
- Business Administration
- Economics
- Public Policy
- International Relations
- Communications
- Social Sciences
- A related field
A Bachelor’s Degree in a relevant discipline combined with substantial senior-level resource mobilization and leadership experience may also be considered.
If the degree was obtained from a foreign institution, the advert states that an equivalence certificate from the Rwanda Higher Education Council (HEC) will be required.
Professional Training
Advanced training in areas such as:
- Resource mobilization
- Donor engagement
- Business development
- Strategic partnerships
- Fundraising
- Grant acquisition
- Organizational growth
is required/preferred as specified in the advert.
Training in strategic planning, development financing, results-based management, proposal design, donor compliance and grant management is an advantage.
Desirable Certifications
Professional certification in areas such as:
- Project Management – PMP, PRINCE2 or equivalent
- Fundraising

- Grant management
- Business development
- Partnership management

- MEAL
- Results-Based Management
is desirable.
Other Requirements and Skills
Candidates should have:
- Advanced proficiency in Microsoft Office Suite.
- Experience with resource mobilization and donor-intelligence systems.
- Experience with pipeline and grants-management systems.
- Excellent written, presentation, negotiation and verbal communication skills in English.
- Ability to engage and influence senior-level stakeholders.
The preferred knowledge areas include strategic resource mobilization, donor engagement, business development, grant acquisition, funding diversification, partnership development, donor priorities, development financing and proposal development.
Travel Requirement
The position requires 20% travel to the field.
