Planning MEAL Officer Job at SOS Rwanda – Deadline 1 October 2026

SOS Children’s Villages Rwanda is recruiting one (1) Planning MEAL Officer on a fixed-term contract. The position reports to the Head of Program Area and focuses on planning, monitoring, evaluation, accountability, learning and programme quality across the program area. The vacancy was issued on 24 September 2026, and the application deadline is 1 October 2026 at 5:00 PM Kigali time.

About SOS Children’s Villages Rwanda

SOS Children’s Villages Rwanda is an independent member association affiliated with the SOS Federation. The organization works to strengthen quality childcare and protection by using community resources and a holistic continuum of care for orphans, vulnerable children and their families.

SOS Children’s Villages Rwanda also advocates for childcare and child protection and operates in four program areas based in Gasabo, Gicumbi, Kayonza and Nyamagabe.

About the Planning MEAL Officer Position

The Planning MEAL Officer will lead and coordinate Planning and Monitoring & Evaluation activities at the program-area level.

The position will support programme teams in developing and implementing strategies that improve programme quality and results. It will also contribute to concept notes and proposal development, strengthen staff capacity in Results-Based Management (RBM), and promote learning and adaptive management.

The officer will assist the Head of Program Area with quarterly, biannual and annual reporting and maintain a MEAL system that supports planning, results measurement, data analysis and informed decision-making .

Qualifications and Experience

Applicants should have:

• A Bachelor’s degree in Project Management, Business Administration and Management, Economics, Development Studies with emphasis on development issues and risk management, or a related field.
• At least 3 years of experience in project Monitoring and Evaluation.
• A documented track record in planning, monitoring and evaluation.

• Strong English and Kinyarwanda language skills.
• French is optional.
• Ability to generate learning and programme evidence for quality improvement and decision-making.

• Excellent writing and communication skills.
• Ability to work with minimum supervision.
• Good judgment and ability to complete tasks efficiently.
• Ability to maintain high standards of service delivery.

• Ability to provide support and guidance to staff.
• Strong verbal and written communication for effective coordination with staff and functional units.

Experience working with an international NGO is considered an asset.

Child Protection Responsibilities

Because the role involves work within an organization focused on children, the successful candidate is expected to:

• Immediately report child safeguarding concerns in accordance with the organization’s Child Protection Policy.
