About the National Pharmacy Council
The National Pharmacy Council (NPC) is an independent statutory regulatory organization responsible for regulating the pharmacy profession in Rwanda.
The Council was established under Law No. 45/2012 of 14 January 2013 relating to the organization, functioning, and competence of the Council of Pharmacists.
NPC works to uphold the standards, ethics, dignity, and professional obligations of pharmacy practitioners while contributing to the protection of public health. Its vision is to become a Centre of Excellence in the regulation and control of the pharmacy profession.
Job Overview
The National Pharmacy Council is recruiting a qualified and experienced Registration and Licensing Officer to join its team in Kigali.
The successful candidate will support the administration and implementation of the Council’s registration, licensing, internship, indexing, pre-registration examination, and other professional regulatory activities.
The officer will be expected to ensure that registration and licensing processes are conducted efficiently, accurately, transparently, and in accordance with applicable laws, regulations, policies, standards, and NPC procedures.
The position will also involve providing professional support and timely communication to pharmacy professionals, applicants, training institutions, and other stakeholders.
Key Duties and Responsibilities
The Registration and Licensing Officer will:
- Review applications for registration and licensing and determine applicants’ eligibility, including applicable conditions, restrictions, and requirements.
- Support the establishment of academic standards and qualifications required for registration as a pharmacy professional in Rwanda.
- Coordinate internship programmes for pharmacy professionals.
- Ensure timely processing and execution of registration and licensing activities.
- Participate in the development and implementation of the NPC action plan and strategic plan.
- Develop policies and requirements relating to registration, licensing, and reinstatement of registrants.
- Establish and maintain policies related to competency assessments, standards, principles, selection, design, and assessment processes.
- Work with relevant technical committees to develop and administer assessments for registration purposes.
- Establish protocols for substantial equivalence assessment processes.
- Ensure the standardization, consolidation, and timely dissemination of registration reports and statistics.
- Provide information to pharmacy professionals and the public concerning registration and licensing obligations and responsibilities.
- Manage communications relating to indexing, pre-registration examinations, internships, registration, licensing, and other assigned professional matters.
- Initiate and coordinate day-to-day activities within the Professional Operations Affairs Department.
- Perform other duties assigned by the Professional Operations Manager and/or Registrar.
Educational Qualifications and Requirements
Applicants must meet the following requirements:
- Hold a Bachelor’s Degree in Pharmacy.
- Have at least 3 years of relevant professional experience.
- Hold a valid license to practice the pharmacy profession in Rwanda.
- Be in good standing within the pharmacy profession and practice.
Required Knowledge and Skills
Candidates should demonstrate:
- Strong organizational skills.
- Analytical and problem-solving abilities.
- Ability to handle confidential documents professionally.
- Ability to manage multiple projects simultaneously and work effectively under pressure.
- Leadership, strategic planning, visioning, and management abilities.
- Ability to build and maintain professional relationships with senior-level colleagues and NPC stakeholders.
- Excellent English writing, communication, and presentation skills.
- Good knowledge of French.
- Computer literacy and proficiency in Microsoft Office applications.
- Ability to work independently and use sound judgment when solving complex problems.
- Ability to establish and maintain effective partnerships with medical, pharmaceutical, and health-training institutions.

- Proof of relevant professional experience.
- Notarized copy of the Pharmacy degree.
- Notarized copy of the degree equivalence certificate from the Higher Education Council, where applicable for applicants who studied abroad.
- Copy of the license to practice pharmacy.
- Copy of the National Identity Card.
- A valid criminal record certificate. This will be required from the successful candidate before issuance of the appointment letter.
