About NAEB
The National Agricultural Export Development Board (NAEB) is registered under the Ministry of Agriculture and Animal Resources. NAEB is the successor organization to the Rwanda Tea Development Authority (OCIR THE) and the Rwanda Coffee Development Authority (OCIR CAFE), and is mandated to develop and promote agricultural exports from Rwanda.
NAEB would like to recruit self-motivated and qualified candidates to fill the position of Legal Affairs Specialist.
Job Profile and Qualifications

Key Responsibilities
Under the overall guidance and supervision of the Chief Executive Officer, the Legal Affairs Specialist will perform the following duties:
- Offer legal advice to the Board and management on operations of the Institution and its employees.
- Conduct legal analysis and research on various legal matters.
- Provide advice on different legal issues and assist in drafting legal opinions, memoranda, and other briefing documents.
- Actively participate in preparing and drafting different acts and legal submissions and draft authoritative legal opinions.
- Conduct legal research by utilizing various resources and selecting relevant material to analyze legal information.
- Assist in reviewing legal material and any other relevant documents and identify the most important issues that need to be prioritized.
- Collect and analyze evidence and schedule hearings, reviews, etc.
- Draw up formalities regarding the settlement of disputes and monitor the implementation of legal clauses.
- Ensure proper documentation on all transactions involving NAEB and its stakeholders are properly itemized.
- Draft contracts, review existing contracts, manage ongoing legal contracts, and structure remedies for relevant issues.
- Provide support in discrete legal issues by advising the Board and management generally on legal matters, both civil and otherwise, touching on the day-to-day operations of the Institution.

- Legal research and analysis in complex areas of law.
- Knowledge of substantive law and legal procedures.
- Experience in contract drafting and negotiation.
- Excellent communication skills.
- Very effective organizational skills.
- Strong interpersonal and communication skills.
- Ability to function with minimal supervision and ensure confidentiality of information at disposal.
- Excellent team player with the ability to prioritize work, especially when deadlines need to be met.
- Ability to keep updated with all legal laws and apply them in given situations.
- Fluent in English and or French.
