About the Project
The Government of Rwanda has received funding from the Beginnings Fund (BF) to support programs aimed at sustainably reducing maternal and newborn mortality.
The grant supports maternal and newborn health interventions designed to save lives during pregnancy, childbirth and the first month of life.
One component of the project focuses on health infrastructure development, including the construction, renovation and equipping of maternal and neonatal units at:
- Kabaya District Hospital, Ngororero District
- Gisenyi District Hospital, Rubavu District
The project will be implemented by the Government of Rwanda through the Rwanda Biomedical Centre (RBC), in collaboration with CHAI.
At Kabaya District Hospital, the project will involve construction of a new maternity and neonatology unit, including an operating theatre.
At Gisenyi District Hospital, the project will involve construction and/or renovation of the neonatology unit.
The facilities will subsequently be equipped with the necessary medical and non-medical equipment in line with Ministry of Health policies and standards.
Purpose of the Consultancy
CHAI Rwanda seeks to engage a qualified consultancy firm with expertise in:
- Engineering
- Architecture
- Environmental safeguards
- Social safeguards
- Feasibility studies
- Environmental and Social Impact Assessments (ESIA)
The selected consultancy firm will conduct a feasibility study for the proposed construction and renovation works at the two district hospitals.
The assignment will also include a standalone ESIA for each facility.
Detailed information concerning the scope of work, deliverables, technical requirements and evaluation criteria is provided in the Request for Proposals (RFP).
Facilities Covered
The consultancy covers the following health facilities:
Kabaya District Hospital
Located in Ngororero District, Kabaya District Hospital is planned to receive a new maternity and neonatology unit, including an operating theatre.
Gisenyi District Hospital
Located in Rubavu District, Gisenyi District Hospital will undergo construction and/or renovation of its neonatology unit.
Mandatory Site Visit
A mandatory joint site visit to Kabaya and Gisenyi District Hospitals will be conducted from:
23–24 September 2026
The site visit will depart from the Rubavu District Head Office at 9:00 AM local time.
Attendance is mandatory.
Consultancy firms must obtain a certificate of site visit and submit it as part of their eligibility documentation.
Proposals submitted without proof of attendance will not be considered.

- Technical proposal
- Financial proposal
- Site visit certificate
- Other eligibility documents required under the RFP
The technical and financial proposals must be prepared in English.
The technical and financial proposals must be submitted as separate, clearly labelled files.
