Job Overview
GIZ Rwanda is seeking a qualified Advisor in IT Project Management to join the Digital Delivery Unit (DDU) under the Digital Transformation Center Rwanda. The successful candidate will manage IT projects, provide technical advice, and support Rwanda’s journey in digital transformation.

The Digital Transformation Cluster works closely with the Ministry of ICT and Innovation (MINICT), private companies, research institutions, and civil society to deliver impactful digital projects.
Key Responsibilities
- Manage IT projects from scoping to implementation and go-live.
- Advise government institutions, project managers, and stakeholders.
- Supervise external service providers and ensure quality assurance.
- Support government institutions as an IT architect and trainer.
- Build and maintain partnerships in the field of digital government.
- Coordinate planning, procurement, financial monitoring, and reporting.
Main Tasks
Project Management & Partnerships
- Apply frameworks such as Scrum for effective IT project delivery.
- Facilitate workshops, meetings, sprint planning, and reviews.
- Draft contracts, TORs, reports, and concept notes.
- Collaborate with GIZ teams to harmonize approaches and exchange knowledge.
Technical Advisory
- Coordinate IT design and implementation of innovative solutions.
- Lead architecture workshops and guide contracted developers.
- Conduct market research on digital tools and emerging technologies.
- Ensure smooth integration of IT systems into existing structures.
- Scale successful digital practices from Rwanda to other African nations.
Required Qualifications
- Master’s degree in IT, Computer Science, or another STEM field.
- Certifications: PMP, Scrum Master, or IT Architect (added advantage).
- Experience: 3+ years in digitalization or public administration (5+ years is a plus).
- Strong background in project management, IT architecture, and advisory.
- Knowledge of digital government, IT security, and data governance frameworks.
- Proven ability in networking and building partnerships.
- Previous work with government institutions on digital service delivery is an asset.
Skills and Competencies
- Excellent communication between technical and non-technical stakeholders.
- Results-driven, proactive, and well-organized.
- Fluent in English (oral and written); knowledge of French or Kinyarwanda is an advantage.
- Ability to manage partnerships, contracts, and consultants effectively.
