2027–2028 Fulbright Foreign Student Program in Rwanda | Apply for a Fully Funded Master’s Degree in the USA
The U.S. Embassy in Rwanda has officially announced applications for the 2027–2028 Fulbright Foreign Student Program. This prestigious scholarship program provides talented Rwandan professionals with an opportunity to pursue a fully funded Master’s degree in the United States.
The Fulbright Program supports academic excellence, leadership development, and cultural exchange by allowing selected candidates to study at top universities in the USA while building professional and research capacity.
Scholarship Benefits
Selected candidates will receive:

Eligibility Requirements
Applicants must:
- Be Rwandan citizens or permanent residents with a valid Rwandan passport
- Hold a Bachelor’s degree or equivalent qualification
- Have at least two years of professional work experience after graduation
- Demonstrate strong academic performance and leadership potential
- Possess good English language proficiency
- Commit to returning to Rwanda after completing studies
Preference will be given to applicants who have not previously studied in the United States.
English and Standardized Test Requirements
Applicants should have competitive scores in standardized tests such as TOEFL and GRE where required by universities.
Recommended scores include:
- TOEFL Internet-Based Test: 100 or above
- GRE: At least the 50th percentile in either section
