Position Overview
The Finance Manager will provide financial management support to the African Conservation Academy at Akagera National Park. The role is responsible for overseeing accounting, treasury, procurement, budgeting, donor compliance, and financial reporting in line with organizational policies and statutory requirements.
Key Responsibilities
Accounting and Reporting
- Maintain full reconciliation of all balance sheet accounts in line with financial reporting standards
- Ensure accurate recording of all financial transactions and guide finance staff on proper accounting practices
- Prepare timely financial reports for donors, government, and management
- Monitor revenue collection and ensure accurate financial recording
- Reconcile cash and bank accounts regularly
- Supervise monthly and annual closing processes
Donor Management
- Ensure proper utilization of donor funds through budget tracking and variance analysis
- Reconcile donor receipts with grants and bank statements
- Align donor budgets with operational plans
Tax Filing and Reporting
- Ensure timely submission of tax returns
- Maintain accurate tax records and compliance documentation
Audit and Compliance
- Strengthen internal controls and risk management systems
- Coordinate external audits and prepare financial statements
- Ensure resolution of audit findings
- Verify compliance with concession agreements and reporting standards
Payroll Management
- Ensure payroll compliance with labor laws, tax, and pension regulations
- Review and approve monthly payroll
- Manage payroll risk and data integrity
Fixed Asset Management
- Oversee asset acquisition, usage, depreciation, and disposal
- Ensure physical verification and tagging of assets
- Manage asset disposal processes and documentation
Budgeting and Forecasting
- Lead annual budgeting processes
- Prepare financial forecasts based on performance and funding scenarios
Treasury and Cash Management
- Monitor daily cash flow and ensure operational liquidity
- Manage banking relationships and authorize financial transactions
Procurement and Inventory Management
- Oversee procurement processes in compliance with donor and organizational policies
- Ensure transparency in supplier selection and contract management
- Supervise inventory control, stock reconciliation, and reporting
Finance Team Leadership
- Supervise finance, procurement, and stores staff
- Ensure proper delegation and segregation of duties
- Provide training and performance management for the team
Qualifications and Experience
- Bachelor’s degree in Accounting or Finance (Master’s is an advantage)
- Professional certification (ACCA, CIMA, CA) preferred
- Minimum 5 years of financial management experience
- Experience in NGO, donor-funded, or conservation projects preferred
- Strong knowledge of IFRS and donor compliance requirements
- Strong budgeting and financial analysis skills
- Advanced Excel and financial systems proficiency
- Fluency in English required
