Job Purpose
The Senior Associate, Human Resources for Health will support the Ministry of Health and CHAI Rwanda in strengthening Rwanda’s health workforce systems. The role focuses on health workforce planning, policy development, data systems, and capacity building to support Universal Health Coverage and primary health care reforms.
The position also contributes to research, grant writing, and evidence generation to support data-driven health workforce decisions.
Key Responsibilities
Health Workforce (HRH) Program Support
- Provide technical assistance to the Ministry of Health on HRH planning and implementation
- Support design and rollout of health workforce development strategies
- Ensure alignment with national health sector strategies and primary health care frameworks
- Facilitate collaboration among stakeholders in the health workforce ecosystem
Policy, Research & Grant Development
- Identify funding opportunities to support HRH initiatives
- Support development of grant proposals aligned with national priorities
- Contribute to HRH research, publications, and knowledge sharing
- Strengthen evidence generation for health workforce decision-making
Health Workforce Data Systems
- Promote best practices in health workforce data management and integrity
- Support HRH data sharing, reporting, and system integration
- Ensure compliance with ethical standards in data handling
- Strengthen alignment with national health information systems
Stakeholder Engagement
- Work closely with the Ministry of Health and development partners
- Build consensus among multi-stakeholder groups
- Strengthen relationships with government and health sector leaders
- Support coordination across CHAI global and country teams
Candidate Profile
- Master’s degree in Public Health, Health Systems, HRH, Epidemiology, or related field
- Minimum 5 years of experience in health systems or policy development
- Experience in Sub-Saharan Africa is highly preferred
- Strong background in Human Resources for Health is an advantage
- Experience working with government institutions preferred
- Strong stakeholder engagement and communication skills
- Excellent analytical, writing, and presentation abilities
- Proficiency in MS Excel, Word, and PowerPoint
Added Advantages
- Experience with international organizations
- Knowledge of primary health care or health financing systems
- Fluency in French or Kinyarwanda
