About Rwanda Center for Digital Public Infrastructure (DPI)
The Rwanda Center for Digital Public Infrastructure (DPI) is a national institution hosted at the Rwanda Information Society Authority (RISA) under the Ministry of ICT and Innovation (MINICT), in partnership with Access to Finance Rwanda (AFR). Established in 2025, the Centre is responsible for designing and scaling Rwanda’s foundational digital public infrastructure systems.

Position Overview
The Head of Technology is the chief technical architect of Rwanda’s national DPI stack. The role is responsible for defining, building, and governing the country’s digital infrastructure architecture, ensuring interoperability, sovereignty, and long-term sustainability.
This is a strategic and hands-on leadership role combining system architecture, national standards development, and technical oversight of live production systems that serve millions of users.
Key Responsibilities
National DPI Architecture and Sovereignty
• Lead the definition, development, and evolution of Rwanda’s DPI stack
• Define and maintain national DPI technical standards and architecture documentation
• Produce technical implementation guides for ministries and implementing agencies
• Ensure alignment of all national systems with DPI interoperability standards
• Prevent vendor lock-in through modular and open architecture design
Technical Infrastructure and Demonstration Systems
• Oversee all DPI demonstration environments and technical infrastructure
• Ensure real-time integration of transaction systems and live dashboards
• Maintain system uptime at 99.9% availability
• Supervise technical reliability of demo and production environments
• Ensure continuous system performance monitoring and optimization
Strategic Technical Leadership
• Lead engineering teams building national-scale digital systems
• Provide advisory input on national digital architecture decisions
• Represent DPI Centre in technical forums and global DPI communities
• Provide hands-on technical mentorship to engineering teams
• Ensure all technical solutions align with DPI principles of openness and sovereignty
Systems Design and Standards Development
• Develop technical specifications suitable for national publication
• Define APIs, integration standards, and interoperability frameworks
• Contribute to open-source digital public goods ecosystems
• Ensure compliance with global standards in payments, identity, and data exchange
Stakeholder and Cross-Institutional Coordination
• Work with government agencies, regulators, and private sector partners
• Align technical execution across multiple national institutions
• Support program teams with technical architecture guidance
• Facilitate technical integration across DPI ecosystem actors
Qualifications and Experience
• Minimum 8 years of experience in large-scale system architecture or engineering
• Proven experience in fintech, govtech, identity, or interoperability systems
• Strong experience with open-source digital public goods ecosystems
• Familiarity with systems such as Mojaloop, MOSIP, X-Road, or equivalent
• Bachelor’s degree in Computer Science, Software Engineering, or related field
• Experience designing and deploying national-scale digital systems
• Strong technical documentation and specification writing skills
• Fluency in English required
Strong Advantages
• Master’s degree in Computer Science, Software Engineering, or related field
• Experience with instant payment systems or digital wallets in Africa
• Experience designing DPI sandbox or API marketplace architectures
• Familiarity with Rwanda’s digital ecosystem
• Active participation in global DPI technical communities
