The successful candidate will be responsible for aerodrome safety oversight, infrastructure inspections, pavement systems, aerodrome certification, compliance audits, technical guidance, safety monitoring, and enforcement of applicable aviation standards and regulations.

Job Overview
The Aerodrome Inspector (Civil Engineer) is responsible for developing, reviewing, and implementing aerodrome safety standards relating to physical characteristics and pavement systems.
The position involves conducting regular audits and inspections, reviewing technical documentation, verifying compliance with applicable laws and regulations, supporting aerodrome certification, and ensuring that aerodrome operators maintain required safety standards.
The position also contributes to aviation safety awareness and education programs and may assist in aviation safety accident investigations conducted by authorized personnel.
Key Responsibilities
Aerodrome Safety Standards and Regulations
The Aerodrome Inspector will:
- Review ICAO Annex 14 and associated documents.
- Draft or amend rules and regulations relating to aerodrome physical characteristics.
- Review requirements relating to aerodrome preventive maintenance programs.
- Ensure that regulatory frameworks, standards, policies, guidelines, and procedures remain current.
- Support effective aviation safety oversight functions.
- Develop technical guidance materials for aerodrome operators.
- Provide guidance for the preparation of required aerodrome documents and manuals.
Aerodrome Data and Documentation
The successful candidate will:
- Verify aerodrome data contained in aerodrome manuals.
- Review information relating to aerodrome physical characteristics.
- Verify information concerning pavement systems.
- Conduct desktop audits of relevant documentation before field inspections.
- Ensure aerodrome documentation supports effective safety oversight.
On-Site Inspections and Audits
The Aerodrome Inspector will conduct on-site verification and audits of:
- Overall aerodrome physical characteristics.
- Aerodrome pavement systems.
- Aerodrome emergency plans.
- Procedures for promulgating changes to published aerodrome information.
- Daily aerodrome inspection procedures conducted by operators.
- Aerodrome operating procedures.
- Compliance with applicable safety requirements.
Aerodrome Facilities and Equipment
The position will involve on-site checking and testing of aerodrome facilities and equipment, including:
- Aerodrome physical characteristics.
- Pavement systems.
- Surface movement guidance and control systems.
- Other relevant aerodrome infrastructure and safety systems.
Aerodrome Certification
The Aerodrome Inspector will:
- Coordinate functions related to the certification of aerodromes.
- Receive and process expressions of interest for aerodrome certificates.
- Process applications for aerodrome certificates.
- Process requests for amendment of aerodrome certificates.
- Process requests for transfer or surrender of certificates.
- Process requests for interim certificates.
- Coordinate with other inspectors involved in aerodrome certification.
- Work with Flight Operations, Air Traffic Control, and other relevant inspectors during certification activities.
- Make recommendations concerning aerodrome certification requirements.
- Make recommendations regarding aerodrome pavement standards.
Training and Regulatory Approvals
The successful candidate will:
- Evaluate aerodrome operator training programs.
- Recommend training programs for approval where they meet Civil Aviation Regulations and associated guidance materials.
- Evaluate requests to operate under conditions that have not previously been authorized.
- Recommend approval or disapproval of such requests.
- Prescribe additional conditions and limitations where appropriate.
Aerodrome Systems and Safety Inspections
The Aerodrome Inspector will:
- Conduct regular audits and inspections of aerodrome electrical systems and visual aids.
- Assess operational procedures and practices.
- Assess manpower requirements.
- Evaluate equipment and facilities.
- Review personnel training, development, and licensing.
- Identify deficiencies and discrepancies.
- Require or direct corrective action where deficiencies are identified.
- Recommend refusal or withdrawal of approvals where deficiencies cannot be resolved.
Safety Monitoring and Occurrence Reporting
The position will involve:
- Monitor mandatory occurrence reports relating to aerodrome incidents.
- Investigate and analyze aerodrome incidents and regulatory breaches.
- Liaise with relevant stakeholders on aviation safety matters.
- Advise on aviation safety improvements.
- Recommend safety improvement activities.
- Monitor the safe implementation of new systems.
- Monitor changes to existing systems and their associated procedures.
Required Qualifications and Experience
Applicants should have:
- A Bachelor’s Degree in Civil Engineering.
- 3 to 5 years of relevant professional experience in civil engineering works, construction supervision, infrastructure inspection, or quality control.
- Knowledge of planning and design of aerodrome physical characteristics.
- Knowledge of maintenance and operation of aerodrome physical characteristics.
- Knowledge of aerodrome pavement systems.
- Ability to apply technical knowledge to infrastructure inspection and safety oversight.
- Initiative, tact, tolerance, and the ability to command respect.
Knowledge Requirements
Candidates should have knowledge of:
- Rwanda Civil Aviation legislative requirements relating to aerodromes.
- International Civil Aviation Organization (ICAO) standards and recommended practices relating to aerodromes.
- Aerodrome physical characteristics.
- Aerodrome pavement systems.
Knowledge of national and international aviation standards relating to aerodrome electrical systems and visual aids is an added advantage.
