Job Overview
Pharo Foundation Rwanda is seeking an experienced and strategic People & Culture Manager to lead all human resource functions across the organization. The successful candidate will oversee talent acquisition, employee engagement, organizational development, learning and development, performance management, and HR compliance.
The role requires a strong HR leader capable of building a high-performance organizational culture aligned with the foundation’s mission and values.
Key Responsibilities
Strategic Human Resource Management
- Lead HR transformation and culture-building initiatives
- Implement employee engagement and retention strategies
- Ensure HR policies and procedures are aligned across departments
- Support organizational growth through people-centered strategies
Recruitment and Talent Acquisition
- Develop staffing and recruitment plans with department leaders
- Build strategies to attract and retain top local and international talent
- Monitor recruitment progress and provide regular hiring reports
- Promote diversity and inclusion within recruitment processes
Learning and Development
- Identify training and professional development needs
- Coordinate employee training programs and mentorship initiatives
- Support leadership development and succession planning
- Maintain proper training records and documentation
Performance Management
- Implement effective appraisal and performance evaluation systems
- Promote a performance-driven organizational culture
- Support managers in employee performance discussions
- Ensure performance processes are properly documented
Talent Management and Employee Engagement
- Build employee retention and wellness strategies
- Develop coaching and mentorship programs
- Promote employee satisfaction and team collaboration
- Support career development pathways within the organization
Compensation and Benefits
- Support salary benchmarking and compensation reviews
- Recommend competitive employee benefits programs
- Coordinate employee wellness initiatives
- Assist in HR budgeting and workforce planning
Qualifications and Requirements
Applicants should possess:
- Master’s degree in Human Resources, Organizational Development, Business Administration, or related field
- Postgraduate diploma in Human Resources is an added advantage
- Professional HR certification such as CIPD, SHRM, HRCI, or equivalent
- Active membership in Rwanda Human Resources Managers Association
- Minimum 8 years of progressive HR experience
- At least 4–6 years in a senior HR leadership or management role
- Experience designing and implementing HR strategies
- Strong understanding of labor laws and HR compliance
- Experience managing talent acquisition, learning and development, and employee relations
- Proficiency in HR systems, Microsoft Office, and HR reporting tools
- Excellent written and spoken English communication skills
Preferred Experience
Candidates with the following experience are encouraged to apply:

- Experience working in multicultural or multi-country environments
