Job Overview
The Movement Cooperation Officer is essential in shaping and executing the delegation’s objectives for collaboration with the International Red Cross and Red Crescent Movement. This role aligns with the ICRC’s Movement policies and involves close cooperation with the Rwanda Red Cross Society (RRCS). The officer is critical in fostering positive relationships among the ICRC and various Movement components, including the RRCS, the International Federation of Red Cross and Red Crescent Societies (IFRC), and Partner National Societies (PNS).
Key Responsibilities
Program Management (50%)
- Supervise the implementation of cooperation activities aligned with the Safer Access Framework (SAF), emergency services, and International Humanitarian Law (IHL) in collaboration with the RRCS and the Regional Movement Cooperation Coordinator.
- Collaborate with the RRCS to identify strengths and opportunities for enhancing strategies and capacity-building objectives.
- Inform ICRC departments about the RRCS’s capacity development needs and goals.
- Assist in financial management by verifying and ensuring compliance with RRCS’s accountability submissions.
- Monitor the implementation of the National Society Investment Alliance (NSIA) for the RRCS Accelerator Grant as the ICRC Liaison.
- Engage in discussions regarding financial matters with the finance departments of both ICRC and RRCS to ensure alignment and compliance.
- Act as the focal point for the Safer Access Framework within the ICRC delegation.
- Maintain and update institutional memory and documentation related to the Delegation and the Red Loop.
Movement Coordination (30%)
- Support the Regional Movement Cooperation Coordinator with Movement Coordination tasks.
- Regularly follow up on the implementation of various Movement agreements and memoranda.
- Collaborate internally with other departments that interact with the RRCS.
- Maintain ongoing communication with Movement partners in Kigali, gathering updates on their activities and projects.
- Participate in Movement Coordination meetings alongside the Regional Movement Cooperation Coordinator.
- Represent the ICRC in meetings with Movement Partners when other representatives are unavailable.
Institutional Reporting and Briefing (20%)
- Provide regular updates to the Regional Movement Cooperation Coordinator, Deputy Head of Delegation, and Head of Regional Delegation regarding RRCS issues and humanitarian needs analysis.
- Serve as the focal point for Information Management related to the Cooperation file at the Kigali delegation.
- Brief newcomers on cooperation matters and the humanitarian landscape in Kigali as needed.
- Prepare reports and minutes from meetings with the RRCS and Movement partners.
Candidate Profile
To excel as a Movement Cooperation Officer, candidates should possess:
- A university degree or equivalent experience.
- Proficiency in spoken and written English and French.
- Strong computer skills.
- At least three years of relevant work experience in Movement Cooperation, either within or outside the ICRC.
- A minimum of two years of experience in international humanitarian work with the ICRC or other Movement components.
- Previous experience in multicultural team environments.
