Head of Programs – Rwanda DPI Center
Access to Finance Rwanda is inviting qualified and experienced professionals to apply for the position of Head of Programs at the Rwanda DPI Center based in Kigali.
This is a senior leadership opportunity for professionals with strong experience in digital public infrastructure (DPI), program delivery, and multi-stakeholder coordination at national and regional levels.
About Access to Finance Rwanda (AFR)
Access to Finance Rwanda is a not-for-profit organization established in 2010 to promote financial inclusion and financial sector development in Rwanda.
The organization works closely with government institutions, development partners, and private sector stakeholders to strengthen Rwanda’s financial ecosystem and support digital transformation initiatives.
About the Rwanda DPI Center
The Rwanda Center for Digital Public Infrastructure (DPI Center) is hosted under Rwanda Information Society Authority in partnership with Access to Finance Rwanda and the Ministry of ICT and Innovation.
Established in 2025, the Center coordinates Rwanda’s foundational digital public infrastructure systems including:
- Instant payment systems
- Digital identity systems
- Data exchange platforms
- Consent frameworks
- Cross-border digital trade systems
- Inclusive payment infrastructure
The Center also serves as a regional Center of Excellence for digital infrastructure innovation in Africa.
Position Details

Key Responsibilities
Portfolio Delivery and Program Management
- Lead delivery across all active DPI Center programs
- Manage program execution schedules and delivery tracking
- Ensure compliance with grant agreements and reporting obligations
- Monitor risks and implementation milestones
Leadership and Team Management
- Supervise Program Officers, Data Analysts, and Coordinators
- Lead recruitment and onboarding processes
- Build institutional delivery systems and operational procedures
- Set performance targets and mentor staff
Monitoring, Evaluation, and Reporting
- Develop monitoring and evaluation frameworks
- Produce quarterly impact and compliance reports
- Maintain evidence repositories and reporting systems
- Support benchmarking and institutional publications
Stakeholder Coordination
- Coordinate with ministries, partners, and implementing agencies
- Participate in governance forums and technical working groups
- Support strategic collaboration with development partners
Required Qualifications
Applicants must possess:
- Bachelor’s Degree in:
- Computer Science
- Information Technology
- Engineering
- Public Policy
- Business Administration
- Related fields
Experience Requirements
- Minimum 10 years of professional experience
- At least 5 years leading large-scale multi-funder programs
- Demonstrated experience in Digital Public Infrastructure (DPI)
- Strong experience managing donor-funded programs
Preferred Qualifications
The following qualifications are considered an advantage:
- Master’s Degree in:

- ICT Policy
- Project Management
- Business Administration (MBA)
- Related fields
- Professional certifications such as:
- PMP
- PRINCE2
- Agile or SAFe certifications
Required Skills and Competencies
Successful candidates should demonstrate expertise in:
- Digital Public Infrastructure systems
- Instant payment systems
- Digital identity platforms
- Interoperability standards
- Open-source digital infrastructure
- Program management and delivery
- Monitoring and evaluation
- Team leadership and stakeholder engagement
Fluency in English is required. Knowledge of French or Kinyarwanda is considered an added advantage.
