About the Position
International Alert is seeking a qualified and experienced Design, Monitoring, Evaluation, Accountability and Learning Manager (DMEAL) to support its programmes in Rwanda, Burundi, and the wider Great Lakes region.
The successful candidate will provide technical leadership in monitoring, evaluation, research, accountability, and learning systems. The role will support programme teams and partners to improve data quality, measure impact, strengthen reporting, and promote evidence-based decision-making.
Key Responsibilities
Strategy Monitoring and Reporting
- Monitor progress against national and regional programme strategies using established MEAL systems.
- Support annual strategy reviews and performance assessments.
- Analyze monitoring data and provide useful information for management decisions.
- Support programme teams in tracking indicators and reporting results.
- Guide the development of quality planning and budgeting documents.
- Ensure proper storage and sharing of monitoring information.
Programme and Project Design
- Provide technical leadership in developing programme frameworks aligned with organizational strategies.
- Integrate evidence, learning, conflict sensitivity, and MEAL approaches into project design.
- Support programme teams in developing theories of change, indicators, results frameworks, and data collection methods.
- Ensure community feedback and research findings inform programme decisions.
- Contribute to funding proposals through strong MEAL frameworks.
Programme Monitoring Systems
- Design and improve MEAL systems, tools, and processes.
- Monitor programme performance against plans and key indicators.
- Conduct and support Data Quality Assessments (DQAs).
- Ensure accurate collection, analysis, and use of programme data.
- Support preparation of donor reports, evaluation reports, and organizational reports.
- Train programme teams and partners on monitoring methodologies and data management.
- Strengthen accountability, learning, and continuous improvement processes.
Research and Evaluation
- Support planning of project baselines, evaluations, research studies, and assessments.
- Ensure research findings are communicated to relevant stakeholders.
- Generate evidence demonstrating programme impact to donors, government institutions, and partners.
Required Qualifications and Experience
Applicants should possess:
- Master’s Degree in a relevant field such as:
- Development Studies
- Peace Studies and Conflict Transformation
- Sociology
- Anthropology
- Conflict Management
- Rural Development
- Data Science
- Demography
- Or related fields.
Candidates with a Bachelor’s degree and at least 10 years of relevant experience may also be considered.
- Minimum of eight (8) years of experience in project monitoring and evaluation within NGO settings.
- Experience in field-based data collection using digital tools and data analysis methods.
- Experience with participatory research and monitoring approaches.
- Experience managing evaluations and consultants.
- Strong analytical and communication skills.
- Ability to train and coach teams on MEAL practices.
- Knowledge or interest in peacebuilding initiatives.
Technical Skills Required
- Excellent knowledge of Microsoft Word, PowerPoint, and Excel.
- Experience with Pivot Tables, Access, KOBO, and online data tools.
- Ability to analyze quantitative and qualitative data.
- Strong report writing and presentation skills.
Language Requirements
Applicants must have:
- Excellent written and spoken English.
- Excellent written and spoken French.
- Excellent written and spoken Kinyarwanda or Kirundi.
- Basic knowledge of Swahili is an added advantage.
