Job Purpose
The Senior Software Engineer will support IPA Rwanda’s collaboration with the Ministry of Local Government (MINALOC) under the National Strategy for Sustainable Graduation (Gira Wigire). The role focuses on strengthening social protection digital systems, improving data interoperability, and enhancing system performance to support evidence-based decision-making.
Key Responsibilities
System Analysis & Development
- Analyze existing MINALOC data systems and identify technical gaps
- Develop system improvement roadmaps and technical solutions
- Enhance Social Registry login systems, user roles, and access controls
- Improve system scalability, performance, and security
Data Integration & Analytics
- Develop analytical layers for data visualization and reporting
- Integrate Social Registry with PGMIS and other systems
- Build dashboards, maps, and reporting tools for decision-making
- Ensure data consistency and validation across systems
System Deployment & Support
- Conduct system testing, rollout, and user training
- Provide technical support and monitor system usage
- Collect and implement user feedback for system improvement
- Maintain system documentation and user manuals
Knowledge Transfer
- Train MINALOC and IPA technical teams on system usage and maintenance
- Support transition to permanent embedded technical teams
- Facilitate knowledge sharing and capacity building sessions
Key Deliverables
- System diagnostic and technical assessment report
- Improved login system with enhanced user roles
- Functional data visualization and analytics dashboards
- Fully tested and deployed system features
- User training and technical documentation
- Knowledge transfer and transition plan
Candidate Profile
- Master’s degree in Computer Science, Software Engineering, IT, or related field
- Minimum 5 years of software development experience
- At least 3 years of experience in social protection or similar systems
- Strong knowledge of system integration and interoperability
- Experience with PostgreSQL, MySQL, or Oracle databases
- Proficiency in Angular, React, APIs, and web services
- Strong analytical, communication, and problem-solving skills
- Ability to work independently and in multidisciplinary teams

- Data security and confidentiality awareness
- Ability to meet deadlines and manage complex tasks
- Strong teamwork and stakeholder communication
- Experience in public sector or social systems is an advantage
