Position Overview
RMS Ltd is seeking a highly qualified Monitoring, Evaluation & Learning (MEL) Specialist to lead the design, implementation, and management of MEL systems for its projects and programs. The successful candidate will ensure data-driven decision-making, track project performance, and facilitate knowledge sharing to enhance program impact.
Key Responsibilities
- Lead the development and implementation of MEL plans, ensuring alignment with project goals and donor requirements.
- Monitor and track performance indicators to measure project impact and sustainability.
- Design and manage systems for data collection, analysis, and reporting, ensuring accuracy and usability.
- Integrate lessons learned and best practices into project planning and implementation.
- Develop and maintain Activity Work Plans, ensuring MEL activities are executed effectively.
- Produce high-quality project reports for internal and external stakeholders.
- Provide technical guidance and training to project teams on MEL methodologies.
- Lead project evaluations (mid-term and end-line) and data quality assessments.
- Foster a culture of learning by documenting and disseminating key findings.
Required Skills & Experience
- Bachelor’s or Master’s degree in Monitoring & Evaluation, Statistics, Business, Supply Chain Management, or a related field.
- Minimum 7 years of experience in program planning, monitoring, evaluation, and learning.
- Proven experience working on donor-funded projects (required).
- Strong expertise in MEL methodologies, including quantitative, qualitative, and participatory approaches.
- Experience in data quality assessments, report writing, and data visualization.
- Excellent analytical, organizational, and communication skills.
- Ability to work under tight deadlines and manage multiple priorities.
- Fluency in English (written and spoken).
