About Rwanda Union of the Blind
Rwanda Union of the Blind (RUB) is a national non-governmental organization working to promote the rights, inclusion, education, empowerment and socio-economic well-being of blind and partially sighted persons in Rwanda.
According to the vacancy announcement, RUB was founded in 1994 and legally registered in 1995. Its activities include advocacy, education, rehabilitation and capacity development for blind and partially sighted persons.
About the Project
The position is part of a 2026–2028 multi-year project supported by the Marga Schulze Foundation through CBM. The project aims to advance educational inclusion and equitable learning opportunities for blind and partially sighted girls and women in Rwanda.

- Progression and empowerment

- Support for girls and women with visual impairments

Number of positions: 2
Contract: Full-time, annually renewable subject to performance and availability of funds
Line Manager: Project Coordinator
Places of work: RUB Head Office, with the announcement indicating Gatsibo and Musanze for the two SNECO positions

Main Purpose of the Position
The Special Needs Education Coordinator will coordinate and provide technical expertise for RUB’s special and inclusive education interventions.
The position will work with learners, families, teachers, school administrations, local authorities, organizations of persons with disabilities and other stakeholders to promote inclusive and accessible education for blind and partially sighted learners and other learners with special educational needs.
Key Responsibilities
The SNECO will:
- Coordinate and support implementation of RUB’s special and inclusive education programmes.
- Improve access to quality and accessible education for blind and partially sighted learners.
- Strengthen the capacity of teachers, schools, parents and other stakeholders.
- Promote the use of Braille, assistive technology and accessible learning materials.
- Promote inclusive teaching approaches.
- Strengthen collaboration between RUB and education stakeholders.
- Contribute to evidence-based advocacy and policy engagement on inclusive education.
- Monitor and document programme results, lessons learned and good practices.
Qualifications and Experience
Applicants should have:
Academic Qualification
- Bachelor’s degree in Special Needs Education
- Inclusive Education
- Education
- Disability Studies
- Educational Psychology
- Or a related field.
Professional Experience
Applicants should have at least three years of relevant professional experience in:
- Special needs education
- Inclusive education
- Disability programming
- Or a related area
Experience working with blind and partially sighted learners is highly desirable.
Additional experience or knowledge in the following areas is relevant:
- Inclusive education policies, approaches and practices
- Braille
- Assistive technology
- Accessible learning materials
- Training and mentoring
- Programme coordination
- Monitoring and reporting
- Working with NGOs, civil society organizations or organizations of persons with disabilities.
Required Skills and Competencies
Candidates should demonstrate:
- Good analytical skills
- Strong report-writing and documentation skills
- Ability to work independently and as part of a team
- Strong computer skills, particularly Microsoft Office
- Advocacy and stakeholder engagement skills
- Strong communication and interpersonal skills
- Commitment to disability rights, equality, inclusion and safeguarding
- Knowledge of Braille is an added advantage.
