Swisscontact is inviting applications from qualified and experienced professionals for the position of Monitoring, Results Measurement and Learning (MRM) Officer in Kigali, Rwanda.
The successful candidate will design and oversee the monitoring, results measurement, learning, and knowledge management systems for Swisscontact’s Rwanda country program and support projects focused on resilient food systems, smallholder livelihoods, skills development, labour market integration, climate-smart agriculture, and entrepreneurship.

Job Overview
The Monitoring, Results Measurement and Learning Officer will serve as a key member of the Swisscontact Rwanda country office.
The Officer will be responsible for designing and overseeing the country’s overall monitoring and results measurement system.
The role currently supports two projects:
- AgroInnovation – Fostering Resilient Food Systems and Smallholder Livelihoods
- Skills Development and Labour Market Integration Pilot Project
The position will work closely with project partners to ensure effective monitoring, results measurement, learning, documentation, and preparation of project progress reports according to donor requirements.
Key Responsibilities
Project Planning, Monitoring and Evaluation
The MRM Officer will:
- Support Project and Intervention Managers in implementing projects according to donor requirements.
- Contribute to project planning and budgeting.
- Support monitoring and evaluation activities.
- Document project interventions and results.
- Ensure monitoring systems support effective project implementation.
- Work closely with project partners on monitoring requirements.
- Support compliance with donor monitoring and reporting requirements.
Results Chain and MRM Planning
The successful candidate will:
- Develop results chains with relevant project partners.
- Develop intervention plans.
- Develop and operationalize MRM plans.
- Ensure monitoring systems are aligned with project objectives.
- Focus on A/B testing and adaptive management.
- Support project teams in using evidence to improve interventions.
- Strengthen results-based project management.
Results Measurement and Data Analysis
The position will involve:
- Develop and operationalize a framework for aggregating quantitative intervention results.
- Collect and analyze project results.
- Focus on measuring outcomes.
- Prepare analysis within agreed timelines.
- Present results and progress to project teams.
- Ensure quantitative results are accurately interpreted.
- Provide analytical information to support project decision-making.
Project Reporting
The MRM Officer will:
- Support Project and Intervention Managers in preparing project progress reports.
- Contribute to quarterly and annual reports.
- Ensure reports meet project requirements.
- Provide accurate monitoring data for donor reporting.
- Track progress against agreed project results.
- Ensure relevant evidence is properly documented.
Knowledge Management and Learning
The successful candidate will:
- Lead the development of a knowledge-management process.
- Identify key evidence generated through project interventions.
- Document lessons learned.
- Support learning from project implementation.
- Share relevant findings with project teams and partners.
- Contribute to continuous improvement based on evidence.
- Help translate project experience into useful knowledge for future programming.
Collaboration and Knowledge Exchange
The position will involve:
- Collaborating with other Swisscontact projects.
- Supporting knowledge-exchange workshops.
- Participating in global learning events.
- Supporting exposure visits.
- Sharing lessons and experiences across projects.
- Promoting learning and collaboration within Swisscontact’s programs.
Strategic Support
The MRM Officer will:
- Participate actively in brainstorming initiatives related to project implementation.
- Provide evidence-based feedback to project teams.
- Contribute analytical perspectives to implementation discussions.
- Provide feedback to senior management.
- Support adaptive management and evidence-based decision-making.
Required Qualifications and Experience
Applicants should have:
- A Bachelor’s or Master’s Degree in Statistics, Business, Economics, International Development, or another relevant field.
- At least 5 years of professional experience.
- Experience in Monitoring and Results Measurement (MRM) or applied research is preferred.
- Ability to work with a high degree of autonomy.
- Experience in project-cycle management.
- Strong analytical skills.
- Strong strategic-thinking abilities.
- Excellent communication skills.
- Strong interpersonal skills.
- Experience with monitoring and evaluation systems.
- Experience analyzing quantitative project results.
Technical Skills
The successful candidate should have:
- Very advanced MS Office skills.
- Experience using digital data-collection tools.
- Strong data-management and analysis abilities.
- Experience with statistical software is an added advantage.
- Ability to develop and manage monitoring frameworks.
- Ability to analyze quantitative results.
- Ability to prepare clear analytical reports and presentations.
