Developer
Rwanda Information Society Authority (RISA) is inviting qualified and motivated candidates to apply for the position of Developer based in Kigali, Rwanda.
The successful candidate will support the development, implementation, and enhancement of digital solutions aimed at accelerating digitization across institutions and sectors in Rwanda.

Key Responsibilities
The selected candidate will be responsible for:
- Participating in all phases of the software development lifecycle
- Contributing to software specifications, concept notes, and requirements documentation
- Designing wireframes and system prototypes
- Writing clean, efficient, secure, and documented code
- Implementing system integrations and upgrades
- Optimizing software performance and scalability
- Managing version control and release processes
- Conducting quality assurance testing and debugging
- Ensuring data integrity and system security
- Performing code reviews and implementing improvements
- Customizing open-source software solutions
- Deploying applications to production environments
- Providing user training, maintenance, and technical support
Qualifications
Advanced Diploma
Applicants with an Advanced Diploma must have at least 3 years of experience in one of the following fields:
- Software Engineering
- Computer Science
- Information and Communication Technology
- Computer Engineering
Bachelor’s Degree
Applicants with a Bachelor’s Degree must have at least 3 years of experience in:
- Software Engineering
- Computer Science
- Computer Engineering
- Information and Communication Technology
- Electronics and Telecommunication Engineering
Master’s Degree
Applicants with a Master’s Degree must have at least 1 year of experience in:
- Software Engineering
- Computer Science
- Computer Engineering
- Information and Communication Technology
- Electronics and Telecommunication Engineering
Required Technical Skills
Candidates should demonstrate experience in:
- Web application development using modern frameworks
- Server-side programming
- REST, SOAP, and API integration
- Relational databases and ORM
- Software security best practices
- SaaS solutions and cloud deployment
- Version control and DevOps practices
- Automated testing and test-driven development
- Agile/Scrum methodologies
- Open-source development platforms
- Software documentation and maintenance
