SOS Children’s Villages Rwanda is recruiting one Senior Manager ICT and Programs Digitalisation to lead its ICT function and digital transformation initiatives in Rwanda.
The position is based at the National Office in Kinyinya, Kigali, under a fixed-term contract. The successful candidate will report to the Deputy National Director – Operations and provide technical leadership across SOS Rwanda’s four programme areas.

SOS Children’s Villages Rwanda is an independent member association affiliated with the SOS Federation. The organisation works to strengthen childcare and child protection by using community resources and providing holistic support to children, families and communities.
In Rwanda, SOS Children’s Villages operates in four programme areas located in Gasabo, Gicumbi, Kayonza and Nyamagabe.
Job Purpose
The Senior Manager ICT and Programs Digitalisation will lead SOS Rwanda’s ICT function and support the organisation’s digital transformation agenda.
The role includes developing and implementing ICT strategies, managing ICT systems and infrastructure, digitalising programme and operational workflows, implementing secure digital case management systems, strengthening cybersecurity and data protection, and improving staff digital literacy across the organisation.
The position will also provide functional supervision to the ICT Administrator in Kigali and technical oversight to ICT focal points in different locations.
Key Responsibilities
ICT Strategy and Governance
The successful candidate will:
- Develop, implement and update SOS Rwanda’s ICT strategy.
- Develop ICT budgets, procurement plans and multi-year ICT investment roadmaps.
- Establish ICT policies and standards covering architecture, security, disaster recovery, procurement and service provision.
- Coordinate with regional and international SOS ICT teams.
- Lead ICT governance, including vendor management, service-level agreements and ICT committee oversight.
Programme Digitalisation and Digital Case Management
Responsibilities include:
- Implementing and managing a secure cloud-based digital case management platform.
- Leading the digitalisation of programme functions, including case management and beneficiary tracking.
- Introducing electronic documentation workflows across SOS Rwanda locations.
- Providing field staff with mobile tools for real-time community reporting.
- Supporting paperless operations and staff adoption of digital tools.
- Working with programme and MEAL teams to align digitalisation with programme quality and results-based management.
- Exploring and piloting AI and knowledge-management tools that can improve organisational efficiency and programme decision-making.
ERP, HRIS and Operational Systems
The Senior Manager will:
- Oversee implementation, maintenance and improvement of the ERP system.
- Ensure integration between finance, procurement, HR and programme functions.
- Manage the HRIS system and ensure data integrity and appropriate user access.
- Lead digitisation of procurement and supply-chain systems.
- Reduce data silos through better integration of ICT systems.
Infrastructure, Cybersecurity and Business Continuity
The role will also involve:
- Managing IT networks and server infrastructure across SOS Rwanda locations.
- Maintaining system reliability and 99%+ system uptime.
- Developing and implementing cybersecurity controls.
- Managing data protection, access control, threat monitoring and incident response.
- Ensuring compliance with Rwanda data protection requirements and SOS-KDI data protection rules.
- Developing business continuity and disaster recovery plans.
Digital Literacy and Capacity Building
The successful candidate will:
- Develop and deliver ICT training programmes.
- Supervise the ICT Administrator.
- Provide technical oversight to location-level ICT focal points.
- Train programme and operations staff on digital tools for monitoring, reporting and case management.
- Support community partners and staff in using technology for education, health monitoring and economic strengthening.
Qualifications and Experience
Applicants should have:
- A Master’s or Bachelor’s degree in Information Technology, Computer Science, Information Systems, Software Engineering or a related field.
- ITIL, PMP or relevant technical certification as required for the position grade.
- Cybersecurity certification such as CompTIA Security+, CISSP or equivalent is an advantage.
- At least 7 years of progressive ICT experience.
- At least 3 years in senior ICT leadership or digital transformation.
- Experience leading digital transformation initiatives in an INGO, NGO or complex multi-site organisation.
- Experience with ERP systems such as SOS ERP, SAP, Microsoft Dynamics or equivalent.
- Experience with HRIS platforms.
- Strong experience in cybersecurity management, data protection and ICT governance.
- Experience with ICT4D tools, digital case management, mobile data collection and cloud platforms.
- Experience working across multiple locations and geographically dispersed teams.
Skills and Competencies
The organisation is looking for candidates with skills in:
- Digital transformation strategy and programme digitisation.
- ICT infrastructure management and systems architecture.
- Data governance and cybersecurity.
- ERP systems management and integration.
- Vendor management and contract administration.
- Change management and adult learning facilitation.
- Explaining technical concepts to non-technical audiences.
- Programme monitoring, MEAL and data analytics.
- Fluent English.
- Kinyarwanda and/or French is an advantage.
- Ethical use of data and technology in child-related programmes.
